 Gareth Hall

Paper: “Influence of land policies on the location of industries”


CIn the run up to the merger of the Welsh Development Agency (WDA) and Wales Tourist Board with the Welsh Assembly Government, Gareth was appointed Director General of the new combined Department for the Economy & Transport (DE&T).

Prior to taking up this new position, which covers economic development, transport, and European funding with an annual budget of c £1.5bn, he was Chief Executive of the WDA, a post he held from 2004. His previous posts in the WDA included Managing Director, South West Wales and Executive Director, Strategy Development.

Gareth was educated at the Universities of the West of England, Reading and Cardiff, and also undertook the Military Higher Command Course at the Royal Navy College, Greenwich. Qualified as a Chartered Surveyor working in London and, as Defence Land Agent Wales, Gareth was responsible for management of the MOD estate in the Principality, covering acquisitions, disposals, nature conservation and military training.

Gareth is the Wales representative on the Nations and Regions Group of the Organising Committee for the London Olympics Games, 2012.

Industrial engineer from ESME SUDRIA (Paris). He is responsible for Economic Projects and International Relations of the Comité d’Expansion Economique in the Val d’Oise (France). He is the first deputy mayor of Frépillon and a member of the European Association of Regional Development Agencies (EURADA).

Paper: “Influence of land policies on the location of industries”


Professor of Geography at the University of Seville.

Outstanding amongst her research lines developed is the study of organisational and spatial logic of economic activities as well as of the territorial and environmental impact associated with them.

Special attention has been paid to the analysis of urban conditions bearing on land for industrial use, considering how these have been affected for some decades now by large-scale economic processes.

These research lines have given rise to a series of publications, both as articles in national and foreign journals and as books or as chapters in books.

Paper: “New management models in infrastructures for the world of innovation”


PhD from the Universidad Complutense in Madrid. Researcher, lecturer and local government officer for the Comunidad de Madrid in its Education Department. His line of research focuses on new organisational structures in research and innovation from a territorial perspective. He is currently working on fomenting technological networks and the identification of regional innovation indicators. His latest work takes in the evolution, management and evaluation of territorial infrastructures such as scientific and technological parks, incubators, innovation centres and new industrial spaces.
 
 Josep Miquel Piqué

Paper: “New management models in infrastructures for the world of innovation”


Graduate in Telecommunications Engineering from the La Salle University-URL and from the Polytechnic University of Catalonia (UPC) and with a Masters in Business Administration and Management from ESADE, Mr Piqué is qualified with diplomas from the Massachussets Institute of Technology (MIT) and from the University of California at Berkeley. He also holds the Diploma in Advanced Studies from the Ramon Llull University in Catalonia.

He is President of the Science and Technology Parks’ Network in Catalonia (XPCAT) and is the Vice President of the Association of Science and Technology Parks of Spain (APTE).

His wide ranging professional experience in university management has taken him to lead and direct de postgraduate programmes, centres for technology transfer, university enterprise incubators and Science and Innovation Technology Parks. In his stage at La Salle University-URL he was Director of the Innovation Park there.

He has had a number of articles published in journals and taken part in conferences on Innovation Systems and Enterprise. He has also participated in international fora in Europe, America and Asia.

As CEO of 22@Barcelona he is currently focusing his activities on consolidating this district of the Catalan capital as one of the world’s leading nodes for innovation.
 
 Basilio González

As National Director of the Richard Ellis CB Industrial Agency, he directs, coordinates and supervises the work of the industrial team in Spain made up of 27 persons.

He has advised on and managed property portfolios for national and international clients. Likewise, he has undertaken market studies and value estimates and has worked with the Departments of Valuations and Investments for consultancy projects in the industrial sector.

Basilio González has a degree in Law and a Business Studies Diploma from the Universidad Pontificia Comillas-ICADE.
 
 Juan Anguísola

Law graduate and Masters in Company Law Consultancy from the University of Deusto (Bilbao). He has been working for Neinor, S.A. since 1989, has had participation in the BBK bank where he is a reference in the real estate promotion of enterprise spaces; he has held a number of posts in different Departments, being active in the sales and marketing areas and in the geographical expansion of limited companies (with promotion situations in the Basque Country, Cantabria, Navarre, Madrid, Castilla La Mancha, Andalusia, the Community of Valencia and Murcia. He has been Joint Managing Director of the company since 2003.
 
 Marisa Negrete Plano

Ms Negrete is a graduate in Business Science from the University of Oviedo and holds a Diploma in Marketing and Communication.

She was Director of the Association of Business Owners in the Silvota Industrial Park (Asturias).

She is currently Director of the Federation of Industrial Parks of Asturias (APIA).

She combines this post with that of Secretary General of the Spanish Coordinating Body for Business and Industrial Parks (CEPE).

She is also Secretary of the Specific Group for the Normalisation of Business Parks within the AENOR/UNE Business Areas Governance Project

She has published various books and articles and is a regular speaker at technical seminars and conferences.

Lawyer specialised in industrial land and enterprise parks, PhD in Government Law from the University of Oviedo, Urban Planning officer for the National Institute for Public Administration  (INAP), Local Government Secretary, Advisor to the Spanish Confederation of Business Parks (CEPE) and author of studies on the reform of Autonomous Community legislation in matters relating to business parks and industrial land in the Principality of Asturias and in Galicia.

 Greville Kelly

Paper: “Rehabilitation of industrial heritage: fomenting the image of companies and revaluing with mixed uses”


Development Director for the intrernational environmental regeneration not-for-profit organisation Groundwork www.groundwork.org.uk. Greville works across Cheshire in England where he has pioneered the use of Business Improvement Districts as a mechanism to regenerate industrial estates and business parks.
 
An expereinced environmental management consultant, Greville developed the UKs first BID in a non retail environment in 2005. Since then Groundwork has gone onto support the development of a total of five Industrial Estate BIDs, with a sixth planned for December 2008. Greville will present on the concept of BIDs, their acceptance in the UK and benefits for companies based within a Business Improvement District.

Director General of Technological Innovation at Innobasque, the Basque Agency for Innovation.

He has a PhD in Industrial Engineering from ETSIIT in Bilbao, where he also taught as Associate Lecturer in Territorial Organisation and Urban Systems. He began his career as a strategic consultant (Socintec, Accenture), subsequently to take up executive posts in companies in the energy sector (Iberdrola and Naturcorp) and in research (the Labein Foundation and IK4 Research Alliance). He has also been President and Board Member of various companies (Enerlan, Pridesa, Kristina, Aesol, amongst others).
 
 Juan Luis Moragues

Founder member and Director General of M+A+S®, “Moragues And Scade Abogados (lawyers), S.A.” Graduate in Law from from the University of Deusto. Practising Lawyer since 1985 and is a specialist in Government Law and is qualified in Urban Planning and Environmental Law. He is an associate lecturer at the University of Deusto in Bilbao and is a member of the Environment Advisory Council of the Basque Country. He is coordinator of the Eusko Ikaskuntza- Society of Basque Studies special pluridisciplinary project, “Sustainable Development” and President of the Sustainability Committee of ACLIMA (Environmental Industries’ Cluster Association) and a member of its Board of Directors.
 
 Julián Antón

Member of the Board of CEDOM, the Spanish Domotic Association. After finishing his studies in Industrial Electronics Engineering, he joined the Niessen company, now part of the ABB Group, in order to create and take responsibility for its Department of Electronic Development. From 1985 to 1999 he has been involved in developing dozens of electronic products and systems, also taking part in the creation of the EIB-KNX protocol.

He is currently (1999-2008) responsible for the Product Division known as Intelligent Systems which includes EIB-KNX system products for Spain and Portugal.

Executive Director of the Regional Agency for Productive Development in Aysén, Chile.

He is an Industrial Civil Engineer from the Universidad Técnica Federico Santa María in Chile.

He has been Manager of the Comprehensive Territorial Programme for the CORFO Metalmechanical Industry in the region of Bio Bio, a consultant in strategic management and operations at Desainper Consulting and is associate lecturer at the Department of Industrial Engineering at the University of Santiago de Chile.
 
  Ignacio Pérez Dapenas

He is a lawyer with the Uria Menéndez firm, having graduated from the University of Deusto (Bilbao), and has a Masters in Urban Planning Law from the University of San Pablo C.E.U. (Madrid). He has been practising as a lawyer since 1995, specialising in Government Law with a focus on urban planning and the environment, public contracts and litigation in government affairs. Within his sphere of practice, he advises a number of private and public bodies regarding questions involving the introduction of large-scale infrastructure, industrial, energy, commercial and real estate projects.
 
 Elise Lusseaud

Closing paper: ”Innovation and creativity as a tool for land and territory management”


Architect-urban landscaper. Qualified at the Bordeaux Higher National School of Architecture and Landscape Design. She began her career as an architect in Seville.
 
In 2002 she joined the Greater Bordeaux Regional Council (CUB) and is currently working  as architect-urban landscaper at the CUB Department for Urban Development.
 
Her remit involves urban planning, particularly the development of disused industrial or railway infrastructure areas located in the centre of the Bordeaux metropolitan area.
